This cover features a portrait of the Undersecretary of State William Phillips (as done by an unknown artist). Phillips served the position of Undersecretary twice and also served as the Assistant Secretary of State during President Woodrow Wilson's presidency. Phillips was the ambassador to China and Italy in his career, and was also the first Minister to Canada.
